爱尔兰投资移民居留计划是一个可以全家移民的项目，申请人及其配偶和子女可随同一起移民爱尔兰工作和生活。爱尔兰并不是一个传统的移民国家，在爱尔兰的法律体系中，和绿卡意义相等的签证为Stamp 4签证。Stamp 4是爱尔兰较高级别的签证，仅次于公民。爱尔兰投资移民的投资人可获得Stamp 4签证。

爱尔兰的签证体系从Stamp 0到Stamp 6，分别从探访签到双国籍，签证有效期和持有人的权益均有所区别。每个人在同一时期都只能持有一种有效签证。

About stamps

There are several types of stamp with different names, eg Stamp 0, Stamp 1, etc. Each one indicates a type of permission, including the:

Activities you can - and cannot do - in IrelandTime period you are allowed to stay

For example, permission to study a degree in Ireland (as well as other types of study) is indicated by Stamp 2 or 2A.

You must be familiar with your stamp and the conditions that apply to it. If you break these conditions, you may have to leave the country.

首先说明下各个签证类型：

Stamp 0 —— 探访

Stamp 1 —— 工作 / 子类有：毕业生（Stamp 1G）和会计实习生（Stamp 1A）

Stamp 2 —— 学习 / 子类有：会计学生（Stamp 2A）

Stamp 3 —— 家属 / 子类有：长期居留（Stamp 3 Long Term Residency / Stamp 3 LTR）

Stamp 4 —— 居留 / 子类有：长期居留（Stamp 4 Long Term Residency / Stamp 4 LTR）

Stamp 5 —— 永久居留

Stamp 6 —— 双国籍

涉及到移民的主要类型包括

Stamp 4长居签证、Stamp 5永居签证

Stamp 4

关于取得Stamp 4 签证，这里分为两种情况，

一是爱尔兰雇主担保移民，二是爱尔兰投资移民。

爱尔兰雇主担保移民

首先获得的是Stamp 1工签——即工作居留，是由爱尔兰就业和企业创新部与爱尔兰移民局共同为非EEA公民核发的，是非欧盟申请人在爱尔兰的合法工作居留的许可证。申请人在满足爱尔兰Stamp 4长期居留的申请条件，可直接申请获得Stamp 4。

Stamp 1 indicates permission to work or operate a business in Ireland, subject to conditions.

You may be given

Stamp 1

if you have permission to:

Work here based on an employment permit

Operate a business here

Work here based on a Working Holiday Authorisation

工作签证Stamp 1需要每年续签一次，通常在5年后可以获得Stamp 4签证。

而以下任意一种情况会被颁发急缺技能工作许可（Critical Skills Employment Permit），只需要2年就可以获得一份 2年期限的Stamp 4：

年薪超过30k欧元，从事急缺工种列表上的工作

年薪超过60k欧元

Stamp 4

Stamp 4 indicates permission to stay in Ireland for a specified period, subject to conditions.

You may be given

Stamp 4

if you have had permission to work in Ireland:

With a valid Critical Skills employment permit for 2 years 15

With a valid employment permit for 5 years

As a researcher (ie with a valid Hosting Agreement) for 2 years

Eligibility for a Critical Skills Employment Permit is largely determined by the type of occupation, and proposed remuneration level. The following are eligible:

Occupations with a minimum annual remuneration of €30,000 for a restricted number of strategically important occupations contained in the Highly Skilled Eligible Occupations List

. A relevant degree qualification or higher is required.All occupations with a minimum annual remuneration of over €60,000, other than those on the Ineligible Categories of Employment for Employment Permits

or which are contrary to the public interest. A non-EEA national who does not have a degree qualification or higher, must have the necessary level of experience.The prospective employee concerned must have secured a 2 year job offer in respect of the eligible occupation from the prospective employer.

因此，为了尽快转为Stamp 4签证，爱尔兰雇主担保移民中Stamp 1的申请要求包括：

3年以上工作经验

无犯罪记录

大学以上学历

年薪达到6万欧元以上

转长期居留Stamp 4要求包括：

，所使用的是2+3+5的Stamp 4政策，在投资开始会获得2年Stamp 4，然后续签3年Stamp 4，最后续签5年Stamp 4 LTR。这个政策是用以保证在投资结束前投资人不随便撤资。

Stamp 5就是实际上的绿卡了，只颁发给在爱尔兰合法且合资格逗留够 96个月（共8年）的候选人。其中，96个月的计算是移民部门颁发给您的历史上所有签证的时间总和，不包括使用以下签证逗留的时间：

探访签证-Stamp 0

学生签 - Stamp 2或2A

临时注册医师 - Stamp 4

会计实习生 - Stamp 1A

跨国企业内部调动 - Stamp 4

伴侣或者跨国企业内部调动 - Stamp 3

访客入境时发放的临时许可

同时，要申请获得Stamp 5还要符合：

您当前是能合法留在爱尔兰的

移民局部长（the Minister）认为您是个品格良好的人（a person of good character）

您获得签证后按时办理注册居住证（GNIB / IRP）

Stamp 5

Stamp 5 indicates permission to stay in Ireland without limits on the time you can remain here, subject to other conditions.

You may be given

Stamp 5

if you have permission to:

Remain in Ireland ‘Without condition as to time’ (WCATT) 1

Without Condition As To Time Endorsements：

Without Condition As To Time (WCATT) Stamp 5 is placed in the passport of an individual who has completed 8 years (96 months) of legal residency in Ireland.

The Stamp 5 states:“THE HOLDER OF THIS PASSPORT IS PERMITTED TO REMAIN IN IRELAND WITHOUT CONDITION AS TO TIME.”

This stamp is valid to the expiry of the passport in which it is placed.

Only immigration stamps in a passport can be counted towards a Without Conditions As To Time application.

The following stamps

do not qualify

for Without Conditions As To Time stamp (Stamp 5).

所以说Stamp 5并不是一项容易拿到的签证。或者说历史上能够达到以上要求的人并不多。首先是爱尔兰人口小，而且是个独立的小岛，移民本身不多；欧盟一体化之后欧盟成员国公民并不需要签证；早年其实有另一个绿卡和签证体系，但是在加入欧盟前后取消、改变了——

即便是爱尔兰国籍的申请要求也要低于Stamp 5签证。

Stamp 4 还是 Stamp 5？

自2010年12月1日起，拥有Stamp 4 LTR的人将不再接受Stamp 5申请，直到Stamp 4 LTR剩下时间不超过6个月。

总的来说，Stamp 4除了时间限制外，持有人权益与Stamp 5没有区别；Stamp 4最长期限是5年，一般情况下也足够长了。而5年期限的Stamp 4 LTR通常有实际上的永久居留权，在每5年到期后可以再续签5年。

因此Stamp 4相对于Stamp 5而言更容易申请，性价比也更高。
